Event control by quest

I'm looking to have a shop event be available to a party only if they are on a specific part of a quest. I've been tossing around a few ideas of how to do it but most that I've come up with look like they'll be more trouble than their worth. With out hacking does any one have any suggestions that wouldn't eat up too much of my limited text and events in a single module?

For example, I'd like to have a shop event available only when the party has Quest 1 with a value of 3

Start the shop chain with a Quest Stage for Quest 1, Stage 4. Set the Accept condition to Impossible (No Question).
Afterward, on the Reject chain, put the Shop event.

Two events. Shouldn't be too much.
