With the latest engine, Paul has added two new hooks, used to determine if a spell is targeting a combatant or the cell it is in.

You may use it for that purpose but that is not the
purpose of the hooks.  They have no purpose!  Any
purpose is created by the scripts one writes.  The hooks
merely allow the designer to ask the player a multiple
choice question at the time the player targets a spell.
Or NOT ask.

There are actually quite a few Hooks that don't really do what I have said they do, like CanCureOrWhatever. It just allows you to add a Character View menu item. The curing bit is omething that we thought of (nologgie and I), and the CUreOrWhatever Hook only responds to the CanCureOrWhatever menu option, if it has been scripted to do something because of it.
