Turning Undead

I was wondering if anybody could explain how turn undead works in FRUA.

I've tested my level 1 cleric trying to turn level 2 skeletons, and no matter what she can't.  According to the DMG a level 1 cleric should have to roll a 10 or higher on 1d20.  50% chance or so, but she never turns them.  Additional difficulty in turning undead: None.  I also tested her at level 4 against some zombies and once she turned one they all dropped.

So how does turn undead work at lower levels?

I figured out my problem.  There is an added layer of difficulty in turning undead in a module.

In the combat event you can set additional difficulty in turning undead to 0/2/10/100.  From none to impossible.

But the is another place in the Global Info under More Map Options where Undead are more difficult to turn by X.

I forgot about that Global Info option and banged my head on it all night.
