Did you check their levels? Sleep only works up to 4 hit die.
Some days it just doesn't pay to gnaw through the straps.

Hmm... hit die?

The opponents in question are 8th level thieves. Is this the reason the spell doesn't work?

Brought the guys down to fourth level, and now the spell works.

Okay, that means a spellcaster shouldn't bother casting "sleep" on any higher-lever opponents. Didn't know that before.

I've noticed that Kobold are not Sweep-able, and Lizardmen take half damage from Cutting weapons. Is there any in-game reason for this?
I'd think the module would be hard enough as it is, especially if you don't have maxed out characters and don't rest in a town that is under attack.

Could have been an oversight on my part.  This game was written very quickly, after all, and only took three days to assemble.  At this point, 7 years later, I have no idea if those changes were intentional, but I doubt they were.  More likely, I missed something when I changed the default monsters.

Feel free to change them to make your experience better.
