Changing the sound effects

I looked this topic up in the FAQ sections, but the text there speaks of programs like VEDIT and JOINTVOC that probably came with old soundblaster cards, but I don't have them, and I can't find them now (under the search term "VEDIT" I get hundreds of links to a text editor program).

I want t change at least one sound effect. How can I do this on "modern" equipment?

My usual sound editor (SoundForge by Sonic Foundry) can open the VOC that comes with UA, but it says that the file has an unsupported bit depth, and the quality declines. Also, there are no markers between the particular FX.

I've never messed with sound effects, and I don't know any of the newer programs, but the old sound editing package is available at
