global info, Zone events per minute chance

In the global information on page 6 where events can be given a % chance to happen per zone. Does this have any effect on anything other than resting? I've tried to use this for random encounters so that when searching there is a higher chance that a party will encounter combat.

Also when I try to use it for a party to be interrupted while resting the party is interrupted only after the time I entered has been exceeded by about 5 to 40 minutes.

Is there a trick to using this setting?

  Those events apply only to resting. The only trick to them I know of is that if you try to chain more than one event, like different encounters for day and night, the first event must always happen, or it will never chain. (You can use a text event with no pic and no text to get by this.)
  I don't think I've ever had the time exceeded by much. With a 100% chance every 59 minutes, they will never get an hour of rest.
Some days it just doesn't pay to gnaw through the straps.
