In this context, maybe one should also ask who is going to use these characters, and how soon? I see the risk that you, Manikus, spend hours into implementing all these characters into DC, and in the end, only a few of them are used.
Of course, a good side aspect of making some of these characters is that you can test if certain special-ability-related things work well in DC, and probably it is also just fun for you to make them. But I would definitely not try to build that many characters!
Maybe you could base you selection for the first, let's say, 10-20 characters on:
Which characters will be used in designs in the near future?
Which characters have characteristics that may also be interesting as examples for modules which are not based on existing comics?
Maybe designers can already tell now if they intend to do something superhero-related during 2016/2017. My guess is that several people interested in superhero modules will stick to FRUA. There are probably only very few like Nol Drek or yourself who really are going to use DC for superhero mods, and a few like me who do something like superhero-fantasy mixtures.
I personally would be interested in the following characteristics because I want to use them in my next design after "Hide & Seek":
Regeneration (thus, I'd vote for Wolverine)
Cyborg abilities (particularly seeing infrared, ultraviolet; e.g. Cyborg)
Freezing abilities (e.g. Iceman)
A character able to put off and on a complete suit with superpowers (e.g. Ironman)
Character with dangerous symbionts (Venom/Carnage)
A character with wings (e.g. Hawkgirl)
Maybe also a character morphing either into another creature or just his/her body (Hulk/Mr Fantastic)
PS: I just for the first time realized that "DC" (comics) and "DC" (Dungeon Craft) can lead to confusions...
